I got this error recently with my submission 17 18

Execution time limit exceeded!

the error : "WARNING: Your kernel does not support swap limit capabilities or the cgroup is not mounted. Memory limited without swap. Execution time limit exceeded!"
is because of many concurrent submissions and server overload. Please just be patient, wait some minutes (or 1hr) and resubmit.
I just re-run manually the failed submissions from tuvovan, PixelBE and beyond, now they work :) -- you should be able to see them in the Participate> Submit window
