Yes that is an accident that the page has not yet been updated with a template. It is being fixed as we speak, and a template link will be available later today.
Alternatively if you cannot wait, the previous one can be adapted to the newly provided images (test images) and then submitted, apart from the clips and frames keys being different the structure is overall the same.

It seems to be a browser issue, when i try in Edge or Firefox i get a "cannot be downloaded securely" error, however the file is still available if you use something like wget or curl
Linux-based:
$ wget http://data.chalearnlap.cvc.uab.cat/SeasonsInDriftEccv22/webpage/predictions_test.zip
or
$ curl http://data.chalearnlap.cvc.uab.cat/SeasonsInDriftEccv22/webpage/predictions_test.zip --output /path/to/folder/predictions_test.zip
