The challenge is governed by the general ChaLearn contest rules (cf. Terms and Conditions). These rules specify that "If we do not receive a sufficient number of entries meeting the entry requirements, we may, at our discretion based on the above criteria, not award any or all of the contest prizes below.".
Can you be more specific? Currently, the leaderboard displays only 2 participants (who did not beat the baseline).
Also, do the winners have to attend the workshop?

This is Michal, one of the co-organizers of the ECCV DIRA workshop and this Data Challenge. I appreciate you reaching out to us regarding further clarification of the rules.
We decided the extend the competition deadline and pushed out all of the dates by 7 days (the Development Phase now ends on 7/14/22).
The winners do not have to attend the workshop in person (Tel Aviv, Israel), but we would expect them to present their solutions virtually.
It is indeed true that by now only two participants have submitted solutions and did not beat the baseline. I will further discuss the policy with the co-organizers and will provide the clarification on prizes early next week.
