We are unfortunately unable to distribute prize money to participants from Russia at the present time. Russian participants are still welcome in the competition, and winning teams from Russia would still be eligible for non-monetary prizes (co-authorship in a paper summarizing the competition results and an invitation to present their solution at the TDC mini-workshop that will be held at NeurIPS).

Is invitation online or offline?

Do you imply that all Russians are on US terrorist lists or subject to sanctions? How do you define being Russian: by passport, place of birth, residency (temporary, permanent), bank accounts?
Posted by: pavel.pleskov @ Aug. 15, 2022, 7:52 a.m.Our current understanding is that the competition mini-workshop will be held in-person at NeurIPS (we will have a clearer idea of what this looks like as the conference approaches). Winning teams will be invited to present their work at the workshop (in-person or remotely), and free registration will be provided in some cases depending on availability of grants/funds.
We do not mean to imply that all Russians are subject to sanctions or on US terrorist lists, and I apologize if I gave that impression. The restriction on distributing prizes to participants living in Russia is an additional restriction that we learned about recently. By "participants from Russia" in the previous post, I meant "participants living in Russia". We cannot transfer money into the country of Russia through any means. For Russian citizens living in other countries with a bank account in the other country, we can probably transfer funds, but we are not 100% sure yet. For non-Russian citizens who identify as Russian and who live in other countries, we can transfer funds.
