We encourage using existing work as inspiration for building your detectors. Open source code from existing detectors can be used, although we recommend making original modifications/extensions to improve performance. In preliminary experiments while setting up the competition, we actually ran tests using the codebase that you link to; the vanilla code didn't perform very well on our evasive Trojans, but the overarching idea of using intermediate features to improve detection does seem like a promising avenue.
