If labelled development data is not available, then how should I use unlabeled dev data in the development phase?

During the development phase you can submit predictions to CodaLab which will evaluate those systems. You can submit up to 999 submissions during the development phase.
The unlabelled data for Gab and Reddit (1M entries each) is available to you to use during training. There are no labels for these 1M datasets.
