What is the maximum number of submissions in the testing phase? Is the maximum number of submissions in the development phase 40?

During the development phase the current limit is 40 submissions, but we may increase this if necessary. Please note that only successfully processed submissions count towards your limit.
Also - one the development phase is over, the ground truth validation images (test set for the development phase) will be made available so you may run as many local tests as you like.
