It seems it is resolved now.
At least, other participants' submissions are working well.

I've tried to upload nearly 10 times since Monday and still can't get the file to upload successfully!

As most NTIRE competitions approach the end of the challenge, the CodaLab server is experiencing intermittent unstable activity.
This phenomenon also occurs in other competitions and is likely the cause of the high traffic.
