On the challenge page, the test phase would start at 'June 3, 2022, midnight UTC'. I thought that meant it would start at 00:00 on June 4th UTC, but the test phase started at 00:00 on June 3rd UTC now. Does this mean the challenge will end at 23:59 on June 4th UTC?

That's correct, Dev phase ends on 11:59 June 3 UTC. Test Phase should start on 00:00 on Saturday June 4th UTC and end on 11:59 Sunday June 5, 2022.
There was a problem with the interpretation of the dates and this has now been updated. Note that we have now updated the start and end times a minute later and earlier respectively to show it clearly.
